Opening Plenaries
The Opening Plenaries are immersive learning journeys where Baltimore’s youth, grassroots leaders, and partners connect with proven models of youth development across the country.
Delegations will visit Harlem, Oakland, and Philadelphia to explore how other cities have invested in young people through education, funding, and policy innovation. As part of the learning lab, these experiences will strengthen Baltimore’s Youth Master Plan with lessons, strategies, and accountability drawn from both local wisdom and national best practices.

Cost/Registration Info: Travel, meals, stipends, and accessibility supports are fully covered by BCYF.
Impact from Past Events
Opening Plenaries are designed to:- Expose Baltimore stakeholders to real-world models of youth development, governance, and equity-driven funding.
- Spark dialogue and action, with at least 80% of participants naming a “take-home action” for Baltimore.
- Produce a public Learning Report, co-authored by BCYF grantee researchers, to share lessons with Baltimore and the national field.
