The Baltimore Children and Youth Fund, Inc. is a 501(c)(3) nonprofit organization that was created as a dedicated fund to support programs for Baltimore’s young people.  The concept of the Baltimore Children and Youth Fund was launched in 2015 by then-City Council President Bernard “Jack” C. Young as a response to the unrest in Baltimore following the death of Freddie Gray while in police custody, an event that sharply illuminated longstanding inequities in public funding in Black communities. In 2016, the Baltimore City Council and voters approved the Fund to receive an annual appropriation of assessed value of all property in Baltimore. Baltimore Children and Youth Fund, Inc. (BCYF, Inc.) was named the permanent intermediary of the Fund. BCYF, Inc.’s budget is approximately $14 million annually, with $2 million in operating expenses and $12 million in direct grantmaking investments.

BCYF, Inc. is seeking its first Vice President of Finance and Administration (VPFA) responsible for providing the strategic direction, leadership, and management of the core financial and administrative functions. The Vice President will work collaboratively as a member of the executive leadership team with the President, Vice President of Strategic Investments, Vice President of Learning, Evaluation & Data Management, and Vice President of Community Engagement & Strategic Partnerships to advance BCYF’s work and identity as a leader and unconventional innovator in social justice philanthropy.
The VPFA leads the finance, human resources, compliance, risk management, and administrative functions. Reporting to the President, the VPFA drives growth and impact by ensuring that BCYF, Inc.’s financial strategies, tactics, infrastructure, and capabilities are robust, aligned, and fully realized to support the organization’s strategic direction and goals. The VPFA will be instrumental in creating a culture of trust and accountability, transparent communication, continuous improvement, and innovation, while ensuring BCYF’s financial health and integrity. A strategic and experienced leader, the VPFA’s primary focus is on directing and managing the organization’s fiscal functions, which includes financial planning and forecasting, record keeping, financial reporting, payroll, contract administration, insurance, reporting compliance for payroll, state and federal taxes, lobbying compliance, business registrations, and risk management. The VPFA will manage a team of staff and consultants.
The Vice President of Finance and Administration’s priorities include:
  • Strategic Planning and Direction: With the President and executive leadership team, co-lead a strategic planning process for the organization that will define the direction of BCYF every three years, starting in FY2022; position BCYF, Inc. to be a model for local impact, as well as state and national replication
  • Leadership and Management: Actively engage and energize staff, grantees, Board members, alumni, partnering organizations, funders, and the community at large, and ensure consistent quality of finance, administration, human talent and capital, fundraising, and systems; provide thoughtful and visionary leadership that is equitable, inclusive, transparent, and consistent with BCYF, Inc.’s mission
  • Financial Management and Administration: Provide operational leadership in managing the day-to-day financial and administrative activities; allocate financial resources within budget guidelines and according to current laws and regulations; build and administer annual budget with Board approval; shape a culture that enables fiscal transparency publicly and at the community level
  • Human Resources/Talent and Culture: In collaboration with the executive leadership team, build organizational structure and team; set the tone for organization’s culture; facilitate change management; with VP of Learning, Evaluation & Data Management and the Talent and Culture Director (to be hired), develop and implement trainings and retreats to expand the capacity and team-building of senior and team leaders; demonstrate an inclusive culture of giving and receiving feedback to facilitate ongoing learning and organizational development
  • Board Support: Support President in managing the Board as needed to build consensus and to offer support, guidance, and thought partnership; attend all Board meetings and provide financial reports, budgets and updates on staff and all current work, project timelines, and progress; staff the Finance, Hiring and Audit committees of the board
  • Ambassadorship: Serve as a spokesperson for BCYF, Inc. publicly at events, conferences, and partnership meetings; ensure high visibility, and identify opportunities for BCYF, Inc. to diversify its revenue sources and cultivate partnerships and collaborations


Combining financial leadership and management abilities, the successful candidate will have previous experience in a similar role or in a senior leadership position, experience moving an organization through the startup phase, and advancing an organization in terms of culture, capability, processes, and impact. While no candidate will possess every quality, the successful candidate will possess many of the following qualifications, attributes, and experiences.

  • 5+ years of prior experience in a similar or senior leadership role in finance, administration, or operations at a community-based organization/initiative, nonprofit, foundation, government agency, or related organization
  • Demonstrated skills and experience in strategy development, leading community-based initiatives or nonprofit management, and participatory giving 
  • Demonstrated knowledge and familiarity with Racial Equity and Inclusion principles; Proactively advances outcomes to operationalize equity. 
  • Demonstrated self-awareness and emotional intelligence: Able to reflect on and describe the impact of one’s own identities—and those of others; Able to hear, reflect, act on, and learn from feedback re: identity and equity.


Related Experience:

  • Financial Executive Leadership: History of providing financial leadership at the executive or senior level
  • Board Relations: Proven experience working with a Board
  • Racial Equity/Liberatory Practice: Experience with navigating the dynamics of institutional racism in ways that effectively challenges the status quo using anti-racist practices
  • Context: Demonstrated understanding of grassroots organizations and the history of philanthropy in America (and Baltimore) and the impact within BIPOC communities. Demonstrated understanding of the environments in which BYCF operates — political, civic, community, philanthropic, youth-serving ecosystems.
  • Evaluation: Demonstrated experience of effectively leading and scaling a performance- and outcomes-based organization
  • Organizational Development: Exceptional organizational and infrastructure development expertise, with an emphasis on recognizing patterns in institutions that might be leveraged to advance racial equity
  • Collective Leadership: Experience creating a leadership culture that allows staff and Board to drive organizational change from ideation to implementation; receive and share feedback and make necessary adjustments
  • Collaboration: Strong ability to work closely with others (internal teams, city officials, Baltimore community, and with external partners) to build collaborative workflow systems and partnerships within a complex organizational structure
  • Infrastructure: Demonstrated experience with developing systems that ensure organizational, fiscal, and fiduciary transparency to the community and effective business operational function.
  • Developing talent: Experience with hiring and further developing talented team members, willingness to develop team members based on their strengths, expertise, and experience
  • Communication: Excellent written, oral, and public speaking skills: strong marketing, public relations, and fundraising experience with the ability to engage a wide range of stakeholders
  • Articulation: Elaborate on what is meant by the statement “Nothing about us without us”; have a strong commitment to racial and economic equity
  • Transparency: Commitment to consistent communication to the community about BCYF, Inc.’s processes, strategy, and future direction
  • Empowerment: Believe in people’s rights and abilities to determine and shape for themselves the directions their families and communities should take and value community members’ inclusion and participation in resource allocation.
