The Baltimore Children and Youth Fund, Inc. is a 501(c)(3) nonprofit organization that was created as a dedicated fund to support programs for Baltimore’s young people.  The concept of the Baltimore Children and Youth Fund was launched in 2015 by then-City Council President Bernard “Jack” C. Young as a response to the unrest in Baltimore following the death of Freddie Gray while in police custody, an event that sharply illuminated longstanding inequities in public funding in Black communities. In 2016, the Baltimore City Council and voters approved the Fund to receive an annual appropriation of assessed value of all property in Baltimore. Baltimore Children and Youth Fund, Inc. (BCYF, Inc.) was named the permanent intermediary of the Fund. BCYF, Inc.’s budget is approximately $14 million annually, with $2 million in operating expenses and $12 million in direct grantmaking investments.

BCYF, Inc. is seeking its first Vice President of Community Engagement and Strategic Partnerships (VPCESP), responsible for stewarding the organization’s journey to live into our values, sharing BCYF, Inc.’s story with external stakeholders, creating special initiatives to consistently engage and connect with the community and stakeholders.  The VPCESP collaboratively leads and implements BCYF, Inc.’s development strategy to build and diversify its funding streams. The Vice President works collaboratively as a member of the executive leadership team with the President, Vice President of Strategic Investments, Vice President of Learning, Evaluation and Data Management, and Vice President of Finance & Administration to advance BCYF’s work and identity as a leader and unconventional innovator in social justice philanthropy.

An astute leader and collaborator, the VPCESP stewards BCYF, Inc.’s strategic initiatives, development and partnerships, the Avis Ransom Leadership Institute, Government Relations, and strategic communications.  A skillful conversation facilitator, problem solver, and seasoned strategist, the VPCESP will have the authority and confidence necessary to make thoughtful partnership decisions and will be committed to. A key part of the VPCESP’s portfolio is developing and implementing strategic communications and community engagement initiatives to keep the community at large informed and included in BCYF, Inc. programs and offerings. They also steward internal written (and verbal) communications, meeting structure and cadence, and inter-departmental messaging. Reporting to the President, the VPCESP provides an active voice in the organization’s strategic decision-making, and designs and implements systems and protocols to ensure effective participatory, inclusive, and impactful investment, integrating community engagement and racial equity into all aspects of BCYF, Inc.’s investment strategy. This role leads a team of staff and consultants.


The Vice President’s essential functions include:


  • Strategic Planning and Direction: With the President and executive leadership team, lead a strategic planning process for the organization that will define the direction of BCYF every three years, starting in FY2022; position BCYF, Inc. to be a model for local impact, as well as state and national replication
  • Leadership and Management: Actively engage and energize Board members, staff, grantees, alumni, partnering organizations, funders, and the community at large, and ensure consistent quality of community engagement excellence, fundraising, communications, and systems; provide thoughtful and visionary leadership that is equitable, inclusive, transparent, and consistent with BCYF, Inc.’s mission
  • Community Engagement/Public Assembly: Develop and implement consistent and reciprocal community engagement initiatives, emphasizing developing nontraditional partnerships across Baltimore that support growing a networked, resourced community; lead the design of and convene the Avis Ransom Leadership Institute and all Public Assembly activities to implement and maintain community-based grantmaking and community accountability
  • Strategic Partnerships: Actively and strategically seek and build collaborative partnerships and coalitions with other organizations – local, state-wide and national – to leverage expertise and expand BCYF, Inc.’s reach and impact; cultivate and maintain relationships with key legislators and civic partners; represent the organization in critical tables, coalitions, and meetings locally, statewide, and nationally
  • Internal and External Communications: Develop a range of communications and storytelling assets that share the vision, impact, and brand story of BCYF, Inc. and that deliver important information with inclusive and transparent methods for maximum comprehension and visibility; ensure cross-departmental engagement in organizational storytelling and reporting, and efficient and appropriate staffing for creating and implementing strategic communications and fundraising initiatives; craft and facilitate the creation of internal and Board communications such as periodic President updates and annual reports, board memos, and summaries of strategic initiatives
  • Fundraising:  Work with the President, executive leadership team, and Development Director to co-design and project manage the formation of a diversified fundraising strategy; represent BYCF, Inc. at funder briefings and convenings to nurture relationships and stay informed of trends in philanthropy in the youth development field; build and maintain strong, collaborative relationships with funder colleagues, grantees, and other key partners to seek opportunities to leverage BCYF, Inc.’s investments
  • Board Support: Support the President in managing the Board to build consensus, offer support and guidance, and thought partnership; organize content and logistics for Board meetings and other events, oversee the assembly of Board books in advance of Board meetings, including collecting reports from various staff; lead the Community Needs Assessments (required every three years); attend all Board meetings and provide reports and updates on community engagement and strategic partnerships
  • Ambassadorship: Serve as a spokesperson for BCYF, Inc. publicly at events, conferences, and partnership meetings; ensure high visibility, and identify opportunities for BCYF, Inc. to diversify its revenue sources and cultivate partnerships and collaborations



Combining inspirational leadership and sophisticated management abilities, the successful candidate will have previous experience in a similar role or in a senior leadership position, experience moving an organization through the startup phase, and advancing an organization in terms of culture, capability, processes, and impact. While no candidate will possess every quality, the successful candidate will possess many of the following qualifications, attributes and experiences.

  • 5+ years of prior experience in a similar or senior leadership role in external communications and/or strategic partnership development and fundraising at a community-based organization/initiative, nonprofit, foundation, government agency, or related organization
  • Demonstrated skills and experience in strategy development, leading community-based initiatives, or nonprofit management
  • Experience as a thought leader in developing and delivering content for workshops, trainings, and participatory learning offerings to youth and adults, and effectively convening large assemblies
  • Demonstrated knowledge and familiarity with Racial Equity and Inclusion principles; Proactively advances outcomes to operationalize equity
  • Demonstrated self-awareness and emotional intelligence: Able to reflect on and describe the impact of one’s own identities—and those of others; Able to hear, reflect, act on, and learn from feedback re: identity and equity


Related Experience:

  • Executive Leadership: history of providing visionary leadership at the executive or senior level 
  • Board Relations: Proven experience working with and leading a Board  
  • Racial Equity/Liberatory Practice: experience with navigating the dynamics of institutional racism in ways that effectively challenges the status quo using anti-racist practices
  • Context: Demonstrated understanding of grassroots organizations and the history of philanthropy in America (and Baltimore) and the impact within Black, Indigenous, and People of Color (BIPOC) communities; demonstrated understanding of the environments in which BYCF operates — political, civic, community, philanthropic, youth-serving ecosystems.
  • Evaluation: Demonstrated experience of effectively leading and scaling a performance- and outcomes-based organization 
  • Organizational Development: Exceptional organizational and infrastructure development expertise, with an emphasis on recognizing patterns in institutions that might be leveraged to advance racial equity
  • Collective Leadership: Experience creating a leadership culture that allows staff and Board to drive organizational change from ideation to implementation; receive and share feedback and make necessary adjustments
  • Collaboration: Strong ability to work closely with others (internal teams, city officials, Baltimore community, and with external partners) to build collaborative workflow systems and partnerships within a complex organizational structure
  • Infrastructure: Demonstrated experience with developing systems that ensure organizational, fiscal, and fiduciary transparency to the community and effective business operational function.
  • Developing talent: Experience with hiring and further developing talented team members, willingness to develop team members based on their strengths, expertise, and experience
  • Communication: Excellent written, oral, and public speaking skills: strong marketing, public relations, and fundraising experience with the ability to engage a wide range of stakeholders 
  • Articulation: Elaborate on what is meant by the statement “Nothing about us without us”; have a strong commitment to racial and economic equity 
  • Transparency: Commitment to consistent communication to the community about BCYF, Inc.’s processes, strategy, and future direction
  • Empowerment: Believe in people’s rights and abilities to determine and shape for themselves the directions their families and communities should take and value community members’ inclusion and participation in resource allocation.
