The Baltimore Summer Funding Collaborative (SFC or the Collaborative) is a partnership between public, private, and nonprofit organizations that supports high-quality summer programs serving children and youth from low-income backgrounds in Baltimore City. While each member of of the Collaborative has particular priorities, they all share the same goal: To fund different types of summer programs to keep students engaged and reduce summer learning loss so that more youth can reach their full potential.

Baltimore’s Promise is the Administrative Backbone for the Collaborative and works on its behalf to make sure that the youth review process, summer grant making, data collection and analysis, grantee professional development, and summer provider network-building are implemented. 


Collectively the SFC invested just over $5 million in grants to support 90 high-quality summer programs for children and youth living in families with low incomes in Baltimore.  


In 2023,  SFC received 178 applications and over $12 M in requests withjust over$5 millionin funding available to support summer programs. 90 programs, or 50.6% of applicants, were awarded SFC funding. Of 65 applicants proposing Comprehensive K-8thGrade Programs, 43.1% received agrant from the SFC totaling $1.8 million in funding. Of 60 applicants proposing Comprehensive Grades 9-12/Ages 14-24 Programs, 58.3%received a grant from the SFC totaling a little under $2 million in funding. Of 53 applicants proposing Specialized Programs, 51% received a grant from the SFCtotaling $1.3 million funding. 20, or 22.2% of funded programs identified Workforce development as a primary focusarea. 71, or 78.9% of funded programs identified as BIPOC-led
